CT SAVIN Release Notification Coverage

The Connecticut Statewide Automated Victim Information Notification system, or CT SAVIN, is accessed through VINELink Connecticut. The Connecticut Office of Victim Services and CT DOC work with the national notification network to provide information about an identified person’s movement through court and corrections systems. Notices are offered in English and Spanish through phone, email, and TTY where available.

CT SAVIN is especially useful for Danbury because official research found no local sheriff roster, Danbury jail-release list, or city 24-hour and 72-hour release feed. A Danbury arrest can move from police processing to the Danbury Judicial District and then into CT DOC custody at Bridgeport Correctional Center or another state facility. Notification follows those agency records rather than a city jail list.

The service is forward-looking. It helps a registered user receive specific custody and court changes. It is not a complete archive after discharge and does not create the underlying release record. The police, court, CT DOC, BOPP, or another authority remains responsible for the official record behind the alert.

Search a CT SAVIN Release Record

Start with one person and enough identity detail to avoid a same-name error. VINELink may display correctional, court, or both types of results. Read the agency and tab before reading the status. A DOC result describes state corrections information, while a court-case result describes judicial information.

1. Open the official Connecticut VINELink page and choose the person-search option.
2. Search by name or a known offender or case identifier.
3. Review matches under custody or offender records, court-case records, or both.
4. Confirm identity through the date of birth, agency, case, or other details shown.
5. Read the status in the context of its source tab rather than combining the records.
6. Select the exact record before beginning notification registration.

If no result appears, check the source system. A Danbury police release may be documented in the arrest record and court docket without a CT DOC stay. A person who left state custody may no longer appear in a search geared toward current DOC custody. FCI Danbury uses the BOP locator, and an immigration transfer uses the ICE locator.

Note: Confirm the person and feeding agency before registering because one name can appear in more than one justice-system record.

CT SAVIN Uses Two Release Tabs

Connecticut has a critical two-tab rule. The CT DOC Victim Services Unit says the “Offenders” tab provides Connecticut Department of Correction information. The “Offenders with court cases” tab provides Judicial Branch information. A user who wants both types of notice must register under both when the person has both records.

This division fits Danbury’s handoff system. Danbury Police can make an arrest, the Danbury court can control bond and case events, and CT DOC can hold the person at Bridgeport Correctional Center. A correctional bond-out notice does not describe all future hearings. A court event does not establish the person’s physical custody location. Two registrations preserve both event streams.

CT SAVIN Release Events Explained

CT DOC lists different events for accused and sentenced people. An accused person may generate a bond-out or court-discharge notice. A sentenced person may generate parole hearing, community-release review, community placement, or end-of-sentence notice. Return to custody, escape, absconding, and death can also appear in covered records.

Treat each notice as one agency’s event. A CT DOC release may lead to parole, special parole, probation, another correctional facility, federal custody, or immigration custody. The next destination must be checked before describing the person as returned to the community.

Register for CT SAVIN Release Alerts

Registration begins after the correct record has been selected. Choose from the notification methods offered for that record. The live VINELink interface controls the exact labels and may require a PIN, confirmation, or verification step. Follow the current screen instead of relying on an old description of the form.

1. Select the verified person and source record.
2. Choose its notification or registration option.
3. Select phone, email, or TTY where offered.
4. Enter the requested contact information and check it for errors.
5. Complete the PIN, confirmation, or verification prompt shown by VINELink.
6. Save the information needed to manage the registration.
7. Repeat the process under the second tab if court and correctional alerts are both needed.

CT SAVIN’s public phone access is 1-866-277-7477. The phone route can help a user reach the notification service when web access is not practical. The CT DOC Victim Services Unit can answer program questions, but it is not the source for every court, custody, or federal record.

Confirm a CT SAVIN Release Result

Confirmation follows the event type. For bond out or discharge from court, check the Danbury Judicial Branch docket and clerk record. For a CT DOC sentence or custody event, use the public inmate search and CT DOC Public Information. For a parole hearing or grant, check BOPP and then Parole and Community Services. A notification is strong evidence of the feeding event, but the issuing agency holds the underlying record.

For a current CT DOC check, the public inmate search can include current location, status, bond amount, controlling offense, sentence dates, estimated and maximum release dates, special parole date, and detainer information. Its nightly feed may lag a live event. A released person may also disappear from a current-custody result, making the court, notification, and records-request path more important.

For a federal release from FCI Danbury, use the BOP inmate locator. “Released” or “Not in BOP Custody” addresses federal Bureau of Prisons custody only. For an ICE transfer, use the ICE locator and immigration records. CT SAVIN does not settle those separate systems.

CT SAVIN Notices After Discharge

CT DOC says notifications generally stop after a person discharges and completes the Connecticut sentence reported by the court. The service is not designed as a permanent history page. Silence from an old registration does not prove that a person remains out of custody or that every supervision term has ended.

If probation remains as a post-incarceration condition and a violation returns the person to the system, a later event may occur. Re-registration may be needed if the person re-enters the justice system. Updated contact details also matter because a changed phone number or email can prevent delivery.

For past records, use the agency that created them. Danbury Police handles police arrest and incident records. The Danbury clerk handles docket, disposition, bond, and probation records. CT DOC Public Information handles disclosable state custody records. CT SAVIN and the Victim Services Unit provide notifications and program support rather than copies of every underlying file.

CT SAVIN Contact and Record Routes

The CT DOC Victim Services Unit administers the correctional side of the notification path and provides CT SAVIN access information. Contact the unit for notification questions. Contact the court, CT DOC Public Information, or another issuing agency when the goal is a release or disposition record.

A focused state custody request can identify the person, date of birth, CT DOC number if known, Danbury docket when relevant, and the exact custody or release field sought. Connecticut FOIA applies to disclosable public records, subject to sealed, erased, juvenile, safety, victim, medical, and other statutory limits.

CT SAVIN does not publish a Danbury recent-release roster. It fills a different need: following a known person’s covered court and correctional events over time.
